EU plan to spend billions on boosting broadband speeds

The European Commission is set to propose investing almost €9.2bn (£8bn) in a massive rollout of super-fast broadband infrastructure and services across the European Union. ... The money would come from a new fund called the Connecting Europe Facility (CEF). This proposed fund would also be used for new transport and energy projects, with the Commission and the European Investment Bank absorbing risk and boosting the projects' credit ratings. Part of the plan is for the CEF to pressure established telecommunications companies into investing more in their own networks, as they would not be the only ones able to bid for funding. "Fully one in six of the projects we studied was a black swan, with a cost overrun of 200%, on average, and a schedule overrun of almost 70%. This highlights the true pitfall of IT change initiatives: It’s not that they’re particularly prone to high cost overruns on average, as management consultants and academic studies have previously suggested. It’s that an unusually large proportion of them incur massive overages—that is, there are a disproportionate number of black swans. By focusing on averages instead of the more damaging outliers, most managers and consultants have been missing the real problem. ... Some emerging-world companies are combining growth with greenery "A new study by the World Economic Forum (WEF) and the Boston Consulting Group (BCG) identifies 16 emerging-market firms that they say are turning eco-consciousness into a source of competitive advantage. These highly profitable companies (which the study dubs “the new sustainability champions”) are using greenery to reduce costs, motivate workers and forge relationships. ... Elég értelmetlen hogy az IndaVideó nem nézhető külföldről, mégpedig azért mert igazából mégis nézhető. Gyakorlatilag egy magyar proxyn (átjátszón) keresztül kell az oldalt betölteni, aminek hatására "Magyarrá válunk" és máris nézhetjük külföldről is. A jól ismert hibaüzenet:  "Drága néző! Úgy tűnik, ön vagy külföldön van, vagy az internetkapcsolata fut át külföldi közvetítőn. A filmek egyelőre sajnos nem elérhetőek Magyarországon kívülről. Dolgozunk rajta, hogy ez megváltozhasson, nézzen vissza időnként, hátha már jó. Köszönjük a megértést!" Illetve annak el(meg)kerülése: A böngészőhöz le kell tölteni egy Proxy bővítményt.
